About con_sens

Since May 1998 the consultancy enterprise ”CON_SENS Consulting für Steuerung und soziale Entwicklung GmbH” (Consulting for Management and Social Development Plc) has taken up its work. Dr. Helmut Hartmann, the founder of CON_SENS, was before the head of the regional social welfare office within the Regional Ministry of labour, health and social affairs (BAGS) of the city-state of Hamburg.

The Name

CON_SENS - the name is at the same time a message. The future of the social policy and of the welfare state are main subjects in Germany and in Europe. Mass unemployment, social exclusion, impoverishment as well as the financial crisis of the public budgets, have become catchwords in the social sector in the form of the ”End of the welfare state” and the ”reform jam”. Without a doubt growing social challenges are encountered by less (public) resources. CON_SENS wants to help to solve these tasks, and assumes that the fundamental changes can only be reached over the consent of the involved participants.

Consent - that means not a compromise just for the sake of compromising. It does not mean either to sweep the necessary argument, about the right way, under the table. To emphasise, that consent is always related to ”sense” (Latin ”sens”), and sense establishment is where CON_SENS has chosen its name with the emphasis of ”sens”.

The Objective

CON_SENS wants to provide consultation services for organisations and institutions which have to solve social tasks. The solution of social tasks in associations, administrations and other organisations, requires as a rule, a complex approach. Many aspects, e.g. the management, controlling, personnel development, personnel qualifications, qualified questions, support through information technology, public relations and reporting etc. are connected with each other. CON_SENS does not offer a box filled with ready made instruments, but measure made problem solutions.

Our Services

CON_SENS offers services for public administrations, local authorities or other organisations the field of social welfare and social security. Our services are provided also in other European countries as well as for European institutions / international organisations. The Background of Dr. Helmut Hartmann

Dr. Helmut Hartmann, degree in economy, born in 1951, has studied economics, sociology and social policy at the University of Cologne. Until 1988 he was managing director of the Institute for Social Research and Society Politics (ISG) in Cologne and had a leading role in the Second European Programme to Combat Poverty. In 1992 he became head of the regional social welfare office of Hamburg. This regional social welfare office has pursued new ways in the welfare with the program ”Effective Social Assistance” (e.g. with the components ”Placement of long-term unemployed people using the Maatwerk method”, activation of the welfare through ”Plus-Actions”, introductions of new elements in the management of the welfare, benchmarking among big cities in the field of social welfare).
